In the absence of a military, the HNP was the primary security entity in the country, responsible for maintaining law and order.

Directed crisis management efforts during major events, including restoring order and ensuring public safety in the aftermath of the devastating 2010 earthquake. This involved coordinating the return of police officers to duty, reestablishing command and control, and ensuring a continued security presence across the nation despite challenging circumstances. Additionally, managed a $140 million USD annual budget, overseeing resource allocation for operations, training, and community outreach initiatives.

Fostered strategic partnerships with international organizations, including the UN Mission MINUSTAH, and developed cooperation frameworks with law enforcement agencies from various countries to strengthen national security and crime prevention efforts. Successfully organized security operations for national elections, ensuring a peaceful and orderly electoral process without any major incidents. Spearheaded the expansion and professionalization of the police force by increasing the number of officers and creating specialized units to address emerging security threats.

Launched the Community Policing initiative to build trust between law enforcement and local communities, which contributed to a significant reduction in crime rates and improved the overall perception of the HNP.
